The big Ruby deposits in Burmese Mong Hsu and Madagascar was found long after this Ruby is certified. Also the "flux healing" treatment of thoose Rubys wich is under discussion was not existent at that time.

Therefore you here have very rare Rubys far more rare than diamonds for example. IGI is one of the biggest Lab´s in the world and also one of the most respected Lab´s at side of the also famous GIA. Only this certificate would cost about $100 at the time it was produced in 1986 at IGI Lab in Antwerpen, Belgium.
